The zone was approved to establish by provincial government in August, 1997. The Entrepreneurship Center founded in the zone, was approved as provincial-level high and new technological startup service center by the provincial science and technology bureau in April 1999 . The zone focuses on the development of industries including new materials, electronic components and parts, food, etc, and has formed industries like fine chemical, electronic and building materials.

The zone has an advantageous location, it has Ninglian and Linlian Expressways starting within it, and adjoins Lianhuo (Lianyungang to Horgas,Xinjiang) and Tongsan (Tongjiang, Heilongjiang to Sanya,Hainan) Expressways, the Longhai Railway is on its west side. |
| The zone possesses well-developed facilities, road, power supply, water supply, rain disposal and telecommunication have basically completed, its road network has been equipped with the green and beautifying projects simultaneously. By the end of 2007, the zone has accommodated 203varied industrial enterprises, including 74 sino-foreign joint, sino-foreign co-operative and wholly foreign-funded enterprises, 8 provincial-level high & new technological enterprises, municipal-level high & new technological enterprises, as well as 39 high & new technological products. |
