As one of the seven state-level comprehensive transportation hubs in the Yangtze River Delta planned by the Ministry of Communications, Lianyungang boasts a well-developed comprehensive transportation network, and has formed a tri-dimensional transportation system that takes ocean line, railway and highway as the primary means while airway and inland waterway the supplement.

 
   
 

Lianyungang city is one of the 45 main highway hubs which are under planning and construction in the country. Two national main arteries, Lianhuo (Lianyungang to Horgas,Xinjiang) Expressway and Tongsan (Tongjiang, Heilongjiang to Sanya,Hainan) Expressway, intersect here. The density of expressway in Lianyungang ranks the front row in the whole country£¬with a total expressway mileage of 244 km. The completion and opening of Jiangsu section of the Coastal Expressway has reduced the distance and shortened the driving time from Lianyungang to Shanghai. Liangyungang is being weaved into the ¡°half-day traffic circle¡± of the Yangtze River Delta, along with the construction of No.242 and No.226 provincial highways in the ¡°11th five-year plan¡± period. The driving time from Lianyungang to Nanjing, Shanghai, Suzhou and Qingdao are three, five, four and two hours respectively.

In July 1, 2005, Jiangsu provincial government issued a preferential policy which stipulated that international container truck entering or leaving Liangyungang could enjoy a 50 percent cut of highway toll fee and 30 percent cut of expressway toll fee. To give further support to Lianyungang¡¯s development and strengthen its competitive advantages, following the existing preferential policy, the provincial government has launched a new more preferential policy which regulates that since December 1, 2006, cut another 50 percent of expressway toll fee on the basis of existing level for international container truck entering or leaving Lianyungang Port through entrances and exits within Yuwan mainline of Lianxu Expressway (excluding trucks beyond the confines); exempt any highway toll fees for the international container truck with ¡°preferential card¡± entering and leaving Lianyungang Port through Lianyungang boundaries.
