Lianyungang city lies between 34o12£§and 35o07£§north latitude, and between 118 o24£§and 119 o48£§east longitude, and is located in the middle of China¡¯s east coast, with a width of 129 km from east to west, and a length of 132 km from south to north, covering a total land area of 7499.9 sq km and a total water area of 1759.4 sq km. With its center part facing the Lian Island, backed by the Yuntai Mount, and embracing the port, the city gets its name from the mixture of above three names in Chinese.

The city governs four counties including Donghai, Ganyu, Guanyun, Guannan, three districts including Xinpu, Haizhou, Lianyun, and a state-level economic and technological zone, with a total population of 4.72 million.

Being listed among the first batch of China¡¯s coastal open cities, the top ten seaport cities, the key national highway hub cities, China¡¯s Excellent Tourist Cities, and the top three commercial, trade and logistics centers in Jiangsu province, Lianyungang city boasts unique location advantages, huge development potential, and is striding forward towards its ambitious goal of international coastal city, modernized industrial port city, and well-known tourist city featuring a mixture of blue sea and green mountains.

 
 
 

January 2007, Premier Wen Jiabao inspected Lianyungang and pointed out that Liangyungang firstly must have a good city planning; secondly, must speed up local development to play an important role not only in the economic development of North Jiangsu, but also in linking the south and the north, the east and the west, as well as in promoting regional coordinated development, to make Lianyungang an important tie that integrates the economic development between the areas along Longhai railway line and the coastal areas. To implement the regional coordinated development strategy, The CPC Jiangsu Provincial Committee and the provincial government have attached great importance to Lianyungang¡¯s development. In March 2007, the standing committee of CPC Jiangsu committee held a special conference to discuss the development of Lianyungang city, and made a resolution to exhaust all efforts of the whole province to support Lianyungang¡¯s development. The conference instructed that Lianyungang must become the powerhouse of revitalizing North Jiangsu, the new growth pole of the opening up and development provincially, and an important economic hub linking the south and the north, the east and the west.

At present, according to the development guidelines of ¡° the secondary industry drives the port development, the port development drives the development of the whole city, and the urban development brings along the rural¡±, focusing on the strategic goal of constructing international coastal city, modernized industrial port city, and renowned tourist city featuring the mixture of blue sea and green mountains, the planning and construction of eastern seashore area have been launched gradually and smoothly.

Starting from July 2007, through the process of defining guiding principles, international planning bid, experts consultation and citizen appraisal, the Strategic Development Plan of Lianyungang City has emerged, which is a crystallization of collective wisdom of eight foreign and domestic planning institutions. Aiming to introduce first-class planning to guide the construction of the international seashore city, the plan covers every aspects of Lianyungang¡¯s future development, including the city construction plan of ¡°one center three poles¡±, the industrial development plan of ¡°T-shape distribution composed by one vertical and one horizontal¡±, the port plan of ¡°large combined port composed of one body two wings¡±, tourism development plan, and cultural industry development plan, etc.

Forging an Ecological port City and Regional Center

Lianyungang is richly endowed by nature with its all three ecological systems: ocean, forest and wetland that indicate distinctive ecological advantages. For years, Lianyungang has been one of the best cities in environment protection. In tune with the scientific concept of development, the city has introduced advanced city-planning ideas into its city construction process, and has defined its future as a large-scale, ecological, harmonious between man and nature, sustainable international coastal city, with a planned area of 220 sq km, and an urban population size of two million.

On the basis of ¡°one center three poles¡± space structure and the pan-ecological pattern, the city construction will realize the combination of the radiation from the center to the poles and the development from the poles towards the center.

Under the macro-ecological background, the whole city will become a large-scale coastal city composed of varied-style building groups, green and luxuriant ecological corridors, vast expanse of river delta and wetland, and boundless city forests.

Building a Large Combined Port of One Body Two Wings

As a strategic resource of Lianyungang city, Lianyungang Port enjoys unique advantages originated from the mixture of river-sea, railway-sea, and sea-air combined transport. In the light of the combination and cluster strategies, the city will develop the ¡°one body two wings¡± combined port structure along the 176 km coastline, to enhance one body while develop two wings, aiming to accelerate its expansion of total scale, upgrade its function, and play a better role in driving the local economic development as well as strengthening its core competitiveness.

 

Forming a T-Shape Industrial Distribution Structure Composed of One Vertical and One Horizontal

The T-shape industrial distribution structure combines the vertical development axis along the east Longhai Railway with the horizontal development axis along the coastline. The former axis gives its priority to the development of high & new tech industries, advanced processing industries and labor intensity industries; while the latter concentrates on the development of heavy and large-scale near-port industries, logistics and raw material industries.
